What is the reason that we can only apply 2 pts of Butyrac per acre during a season? Have a grower that has some sicklepod in one field and looking to make some type application to take care of them. They are small, about 4 to 5 inches tall.

It likely because the residue work was done with those rates years ago. I think you can apply 2.5 pints per season.

Also note that the PHI is 45 days.  When the product was registered they had to select rates and timings (preharvest interval) to submit to the regulatory agency. The use pattern has not changed in many many years. It is not a crop response issue but certainly a legal issue if not used appropriately.
