Without looking underneath in terms of seeing spores it is hard to tell. Best estimate is that these are spots caused by a chemical at some point. Regardless, try to stay on a tight, almost religious, schedule with your leaf spot sprays. Provost Silver has some curative activity but it needs to be rotated. One suggestion after your current spray is a Provost Silver spray that protects and may add some curative activity. Then follow with a few more Chlorothalonil sprays but try not to be late.

I put 1 qt chlorothalonil 720, 1 pt Tebuconazole and 1 pt abound.

That’s a good program, especially for stem rot. Tebuconazole and Abound are making almost no contribution to controlling leaf spot. Need to have tight intervals on the Chlorothalonil.
